I refuse to wear waterproof mascara, but the only time I've had smudging is while wearing liquid or stick concealer. Now I wear powder concealer and drugstore, non-waterproof mascara, and I've never had a smudge problem. In the vein of trying something inexpensive, and in lieu of trying the massive list of expensive mascaras I love and left on a previous post, I used to use L'oreal Voluminous, which comes in waterproof.
